Proposed 30-year ground lease for Kaikohe and Districts Sportsville

We are seeking feedback on a proposal to grant a new 30-year ground lease, comprised of three 10-year terms, for Kaikohe and Districts Sportsville Incorporated over Lindvart Park at 36 Recreation Road, Kaikohe.
Kaikohe and Districts Sportsville have managed Lindvart Park since January 2018, including the recently opened indoor sporting facility on the site, Papa Hawaiki. The facility consists of two indoor basketball courts, a meeting room, and a mezzanine viewing platform. It features sprung wooden floors and is capable of hosting national basketball tournaments.
Papa Hawaiki has significantly enhanced access to indoor sports for the local community and wider Hokianga area, accommodating activities such as basketball, volleyball, badminton, table tennis, netball, and turbo touch. The facility is also used by schools, such as Te Kura Kaupapa o Kaikohe, and Kaikohe Christian School, which lack their own gymnasiums. Additionally, the venue has received numerous inquiries for community events such as matariki celebrations, masters’ sports tournaments, youth days, kapa haka, fight nights, and regional sports gatherings.
The facility operates 24/7, with access swipe cards provided to users, and is fully accessible, including wheelchair access to both floors. Funding for the Papa Hawaiki building was provided through the government’s Covid-19 Response and Recovery Fund, with additional contributions from the Far North District Council, Northland Regional Council, Lotteries, and the Tourism Infrastructure Fund.
Proposed Lease Terms:
- A new 30-year ground lease for Kaikohe and Districts Sportsville Incorporated over 36 Recreation Road, Kaikohe. The 30-year lease consists of the right of renewal for both parties in 10-year intervals. This provides opportunity for both parties to determine if the existing terms and conditions remain suitable or need to be reviewed.
Your opinion matters. Under the Reserves Act, the council must notify the public of any proposal to lease a Recreation Reserve and seek feedback before making a decision.
