Council Committees

Council recognises that committees are a key part of enabling good governance. Terms of Reference should be adopted for each committee to clarify its role, responsibilities and membership.

The Local Government Act gives the Kahika-Mayor Tepania powers to establish a committee structure and its membership. Council is responsible for confirming the Terms of Reference for those committees.

There has been discussion on potential membership for committees, each Terms of Reference seeks council’s confirmation of membership.

Committee agendas

Kaupapa / Purpose:

To provide strategic leadership and guidance that strengthens Te Ao Māori perspectives within council decision-making, ensuring genuine Te Tiriti-based partnership and leadership between FNDC and Iwi/Hapū.

Kaupapa / Purpose:

The purpose of Te Miromiro Committee for Assurance, Risk and Finance is to assist and advise the governing body in discharging its responsibility and ownership of finance, risk and internal control.

Kaupapa / Purpose:

Te Koekoeā CCO Committee safeguards community interests by providing strategic oversight of the Far North District Council's Council-Controlled Organisations (CCOs) by:

  • Overseeing the establishment of CCOs and key governance activities under the Local Government Act 2002, including director appointments
  • Recommending to council on the content of letters of expectations.
  • Reviewing statements of intent and ensuring CCO strategies align with council priorities.
  • Monitoring performance to ensure accountability and transparency.
  • Promoting a culture of openness and continuous improvement.
  • Reporting to other council committees and to council as required.

The purpose of the Te Koukou Committee for Transport and Infrastructure is to ensure cost effective, quality and sustainable infrastructure decisions are made to meet the current and future needs of Far North communities and that councils' infrastructure assets are effectively maintained and operated.

Kaupapa / Purpose:

Council sets its vision and values to underpin its strategic direction. This guides the organisation as it works to make the Far North District an attractive place to live, work, and play. The council is forward-looking, acting strategically to prepare for the district’s future.

Council employs the chief executive, who in turn employs and manages council staff. Council therefore has a responsibility to set and monitor the performance of the chief executive.

Te Kūkupa – Strategy, Policy and Regulation Committee is established to provide governance oversight, leadership, and direction on the development, review, and monitoring of the Far North District Council’s strategies, policies, bylaws, and regulatory frameworks. The committee ensures that council’s strategic objectives are advanced through robust policy development and effective regulatory practice.

Te Pīpīwharauroa Committee for External Appointments oversight is established to provide governance oversight of all appointments of non-elected members to council committees, in accordance with the appointment of non-elected members to committees of council policy. The committee ensures that appointments are made transparently, fairly, and in alignment with council’s strategic objectives and statutory obligations.
